AI, Data, and the New Geopolitical Order

AI & Data: The New Pillars of Global Influence AI as a Strategic Asset: No other technology today is impacting economies and societies as pervasively as AI 1 . Global spending on AI (including software, hardware, and related services) is estimated at $235 billion now and projected to soar to $631 billion by 2028 2 . This surge reflects a widespread belief that AI leadership confers immense benefits – from productivity gains to military superiority. Indeed, forecasts suggest AI could add $15.7 trillion to the global economy by 2030, more than the current output of China and India combined 3 . Data infrastructure underpins this AI revolution. Nations are racing to build cloud data centers, 5G networks, and high-speed digital pipelines, knowing that controlling data flows and compute power translates to leverage. It’s often said that “data is the new oil” – a strategic resource of the digital age. Countries that harness vast data (for training AI) and protect its flow across borders can wield significant influence. Digital Infrastructure and Influence: Control over digital infrastructure has become a tool of statecraft. China’s ambitious Digital Silk Road exemplifies this trend. As part of its Belt and Road Initiative, China is investing heavily in telecom networks, subsea cables, data centers, and AI capabilities in developing countries 4 . By offering affordable tech infrastructure (5G equipment, cloud services, AI surveillance systems), China is expanding its tech footprint abroad and challenging U.S. dominance 5 . This comes with geopolitical strings attached: for example, Chinese firm CloudWalk built Zimbabwe’s national facial recognition program in exchange for Zimbabwe sending biometric data of millions of its citizens to China 6 . Incidents like the African Union’s headquarters being infiltrated by Chinese servers covertly sending security camera footage to Beijing underscore the potential for espionage and influence when one nation’s tech undergirds another’s data systems 7 . In sum, by building the digital highways of the 21st century, countries like China seek to export their influence and values along with their technology. Western Responses: Western nations are not standing idle. The United States has treated AI and semiconductor leadership as matters of national security. In 2022, the U.S. passed the CHIPS and Science Act, directing $52.7 billion into domestic semiconductor R&D and manufacturing (including $39 billion in direct subsidies) 8 . It also imposed strict export controls to cut off advanced chips to rivals 9 . These moves aim to secure the computing power needed for AI and to deny the same to strategic competitors. Similarly, U.S. allies from Europe to Asia are investing in digital infrastructure and setting data governance standards (like the EU’s GDPR and forthcoming AI Act) to assert “digital sovereignty.” The global tussle over 5G – with several countries banning Chinese Huawei equipment on security grounds – highlights how control of data networks is now a security prerogative. In this landscape, data localization laws, cloud regulations, and

alliances for secure supply chains (e.g. U.S.-EU Trade and Tech Council) are emerging as tools to ensure data control stays in friendly hands.

China, India, and North America: Competing for AI Supremacy China’s Techno-Strategic Ambitions: China has explicitly set its sights on becoming the world leader in AI by 2030, weaving this goal into national strategy 10 . The scale of China’s push is immense. Chinese institutions now account for nearly 70% of global AI patent filings, far outpacing the U.S. (just 14%) 11 – a signal of China’s innovation drive. Major Chinese tech firms (Baidu, Tencent, Huawei, etc.) are backed by government plans to build a domestic AI industry worth hundreds of billions of dollars. Even U.S. sanctions haven’t derailed China’s progress: after being cut off from Western chips, Huawei redesigned 13,000 components and produced its first 5G smartphone with fully Chinese semiconductors in 2023, shocking industry experts who had underestimated China’s self-sufficiency 12 . China also leads in data: with the world’s largest internet user base and relatively fewer privacy restraints, Chinese AI firms can train algorithms on enormous datasets (from consumer behavior to facial images), fueling their AI systems. Beyond R&D, Beijing wields tech statecraft – using initiatives like the Digital Silk Road (as noted) to set technological standards and win influence across Asia, Africa, and beyond 13 . All of this positions China as a peer competitor to the United States in the emerging AI order. India’s Rising Tech Power: India, too, is rapidly staking its claim in the new power structure. Long known for its IT services and abundant engineering talent, India is now leveraging those strengths to become an AI powerhouse. Recent analyses place India among the top 4 AI superpowers (alongside the U.S., China, and the UK) based on AI skills, infrastructure, and policy commitments 14 . A stunning statistic underscores this talent edge: Indian developers account for 24% of global AI project contributions on GitHub – the highest share of any country 15 . The Indian government has launched an ambitious IndiaAI Mission (2024) to foster indigenous AI innovation, poured funding into digital public goods (like the multilingual AI platform “Bhashini” for Indian languages), and is actively courting partnerships with tech leaders (e.g. a new India–Meta Center for AI Excellence at IIT) 16 . India’s vast domestic market and problems (from agriculture to education) also provide fertile ground to develop AI solutions at scale. While India’s current AI industry is smaller than China’s or America’s, it is growing fast – with projections that AI could add $450–500 billion to India’s GDP by 2025, about 10% of its economy 17 . By 2030, India aims for AI to contribute 5% of GDP 18 . Equally strategic, India is using its demographic dividend (a youthful, techsavvy population) to position itself as the global talent hub that can supply AI expertise to the world. In the new geopolitical calculus, India is aligning with democracies (Quad, I2U2, etc.) to ensure it has a seat at the table in setting global tech norms, even as it maintains strategic autonomy. North America – U.S. and Canada – Defining the Frontier: North America remains at the forefront of the AI and data revolution, though the U.S. and Canada play distinct roles. The United States leads in many of the metrics that matter: American firms and investors dominate AI private investment ($109 billion in 2024, nearly 12× that of China) 19 , and U.S. research institutions produced 40 of the world’s top AI models in 2024, versus 15 from China 20 . Flagship American AI labs (OpenAI, Google DeepMind, Microsoft, etc.) set the cutting edge in algorithms and large-scale computing. The U.S. also benefits from housing the tech titans – the likes of Google, Amazon, Meta, Apple – whose cloud infrastructure and platforms give them unparalleled global reach (and troves of global data). However, U.S. dominance is no longer uncontested: China is closing the quality gap in AI research (Chinese models now approach U.S. models’ performance on many benchmarks 20 ), and China actually leads in AI research papers and patents filed 20 . This has prompted U.S. policymakers to frame AI leadership in stark terms – often as a

race “akin to the Space Race or arms race” – and to bolster federal support for AI R&D, workforce training, and alliances that can keep the U.S. ahead. Canada’s Pivotal Position: Often overshadowed by its southern neighbor, Canada punches above its weight in AI and is carving out a strategic niche. Canada was an early pioneer in modern AI research – home to Turing Award-winning “godfathers” of deep learning like Geoffrey Hinton, Yoshua Bengio, and Richard Sutton 21 22 . Decades of public funding through institutes like CIFAR paid off when Canadian labs sparked the deep learning revolution that now powers today’s AI boom. This legacy gives Canada a strong foundation: world-class universities, AI hubs in Toronto/Montreal/Edmonton, and a reputation for ethical, human-centric AI. However, Canada has struggled to convert this intellectual lead into homegrown tech giants. As a result, over the past decade Canada saw significant AI brain drain: many of its brightest AI researchers and graduates were lured away to Silicon Valley or absorbed by U.S. tech companies’ Canadian offices 23 . Canadian startups often get acquired by bigger foreign players, and domestic venture funding lags the US/China firepower. Recognizing this challenge, Canada is stepping up its game. In 2017 it launched the world’s first national AI strategy, and in 2025 it went a step further by creating a dedicated federal Ministry of AI – with a Minister specifically tasked to champion AI development 24 . This bold move signals Canada’s intent to retain talent and build an AI-driven economy at home, leveraging its strengths in research and multicultural workforce. Canada is positioning itself as a convener on issues like AI governance and ethics, in line with its values, while partnering with allies (including the U.S.) to stay at the cutting edge. In the coming AI-defined order, Canada aims not to be a bystander, but a collaborative leader known for “trustworthy AI” and innovation.

Disruption Across Key Industries: Defense, Education, Finance, and Talent The ripple effects of AI and data supremacy are being felt across industries – from the battlefield to the classroom, from the stock market to the labor market. Some sectors are being wholly redefined: • Defense: AI is catalyzing a paradigm shift in military and security affairs. Advanced nations are racing to integrate AI into defense for advantages in intelligence analysis, autonomous weapons, and cyber warfare. Global military spending on AI has roughly doubled from $4.6 billion in 2022 to $9.2 billion in 2023, and is forecast to reach nearly $39 billion by 2028 25 . The U.S., China, and Russia are considered the top-tier “AI military powers,” each investing heavily to leverage AI for nextgen combat and deterrence 26 . The U.S. Department of Defense alone is spending close to $2 billion annually on AI (plus similar amounts on autonomous systems) and China’s military outlays are estimated to be comparable 27 . This AI arms race stems from a recognition that future conflicts may be won by algorithms as much as by arms. AI can enable faster decision-making, intelligent drones and missiles, and more effective defense against threats. Even asymmetrically, AI is weaponized for information warfare – for example, generative AI can produce deepfake propaganda or automate disinformation campaigns at scale, challenging open societies. As Vladimir Putin famously declared in 2017, “Whoever leads in AI will rule the world.” 28 Military strategists increasingly agree: dominance in AI could translate to a decisive strategic edge, much like nuclear supremacy in the 20th century. This puts immense pressure on governments to invest in defense AI and to craft norms (e.g. around autonomous weapons) lest unchecked rivalry in “killer robots” jeopardize global stability.

• Education: AI is poised to fundamentally alter how we learn and develop human capital – which in turn affects national competitiveness. Education systems worldwide are beginning to adopt AIdriven tools: from intelligent tutoring systems and personalized learning platforms to AI that automates grading and identifies at-risk students. The global AI-in-education market, while nascent, is expanding rapidly – growing from an estimated $7.6 billion in 2025 to a projected $112 billion by 2034 29 . Early studies show AI-assisted learning can significantly boost outcomes; for instance, students in AI-enhanced programs scored 54% higher on tests than peers in traditional settings 30 . Such gains hint at AI’s potential to close learning gaps by tailoring instruction to each student’s needs. Countries that swiftly integrate AI into education could develop more skilled workforces faster, creating a virtuous cycle of innovation. However, there’s also a global skilling challenge: as AI automates routine tasks, human workers need to be re-skilled for an AIaugmented economy. Encouragingly, 77% of global workers say they are willing to retrain and learn new AI-related skills 31 . Governments and industries are investing in AI training programs (for example, Canada and India have national AI scholarship and training initiatives) to ensure their labor force remains competitive. In sum, AI is both a tool to improve education and a subject that must be taught; nations that excel in nurturing AI literacy and talent will have a long-term strategic advantage. • Finance: The financial sector has been an early adopter of AI, and now it’s undergoing transformative change that will reshape economic power centers. AI algorithms today drive everything from high-frequency trading in stock markets to fraud detection in banks and personalized recommendations in fintech apps. According to market research, the global AI in finance market was about $38 billion in 2024 and is forecast to grow fivefold to $190 billion by 2030 32 . Financial institutions are embracing AI to boost efficiency and customer insights: a recent survey found 71% of companies have implemented AI in their finance operations, and 92% report their AI projects are meeting or exceeding ROI expectations 33 34 . For example, AIdriven automation is cutting costs (over 60% of banks report up to 30% cost reductions 35 ) and improving risk management through real-time analytics. Nations leading in fintech and AI-driven finance (such as the U.S., UK, and increasingly China with its digital payments and lending platforms) gain outsized influence in global capital flows and financial standards. We’re also seeing AI blur borders – e.g. algorithmic trading in New York can affect markets in Asia within seconds. This raises the stakes for regulatory cooperation on AI in finance to prevent systemic risks. Crucially, data control is paramount here: whoever controls financial data (consumer spending data, investment patterns, etc.) can leverage AI to dominate financial services. It’s no surprise that tech giants (Big Tech) are edging into finance, and countries are eyeing AI to enhance central banking (like AI-driven economic forecasting or even central bank digital currencies). The bottom line: financial power is being redefined by AI, and countries fostering innovative, well-regulated AI-finance ecosystems will likely strengthen their economic clout. • Talent and Labor Markets: In the end, AI supremacy is also a war for talent. Cutting-edge algorithms don’t invent themselves – people do. The global competition for AI researchers, engineers, and data scientists is intense. Countries are overhauling immigration policies, research funding, and education to attract and retain these highly skilled workers. The United States has long drawn top talent (a large share of AI PhDs from global universities work in the U.S.), but visa hurdles and fierce Big Tech competition for talent have created bottlenecks. China has launched programs to entice overseas Chinese AI experts to return (the “talent reverse brain drain”), while massively expanding AI programs at its universities. Smaller nations like Canada, the UK, and Singapore have

pitched themselves as AI-friendly hubs, hoping to lure talent disenchanted with U.S. immigration politics or Chinese constraints. Over 60 countries have now published national AI strategies, many emphasizing workforce development and STEM education to build talent pipelines 25 . Yet, the talent gap remains large: demand for AI skills is growing exponentially across industries. For example, employers worldwide are posting dramatically more AI-related jobs each year (some U.S. data show double-digit percentage increases year-over-year in AI job postings) as every sector seeks AI capability. This demand is driving up wages and causing brain drain from emerging economies toward tech centers. Canada’s experience is telling – despite producing world-class AI researchers, it saw many leave for Silicon Valley opportunities, prompting new policies to “reverse the brain drain” and keep talent onshore 23 . Additionally, AI is disrupting labor markets: even non-AI workers now find AI automating parts of their jobs, which means nations must also manage workforce transitions (supporting workers who are displaced or upskilled). All told, talent is both the oil and engine of the AI era. Countries that successfully cultivate, attract, and retain AI expertise – through education, immigration, and R&D investments – will be the ones to lead in innovation and economic growth, reinforcing their geopolitical standing.

The Next Economic Superpowers Will Be AI Superpowers From the above trends, a clear picture emerges: AI and data dominance are defining the next generation of economic superpowers. In previous eras, nations vied for control of oil, trade routes, or nuclear arms; today, they vie for supremacy in algorithms, computing infrastructure, and information. The reason is simple – AI’s influence is pervasive. It is “poised to reshape the global order,” much as industrialization did in the 19th–20th centuries 36 . Countries that lead in deploying AI across industries will gain productivity and innovation leaps, while laggards risk economic stagnation. Moreover, AI leadership tends to be self-reinforcing: top AI hubs attract talent and capital, enabling further breakthroughs. This cycle is why the U.S. and China have pulled ahead – and why others are racing to catch up. Perhaps the most compelling evidence of AI’s significance is how it’s now entwined with national visions of the future. China’s blueprint to become the premier AI power by 2030, the U.S. labeling AI a “national security priority,” the EU shaping AI regulations to reflect its values, India aiming to be the “AI garage” for the world – all these point to AI as a geopolitical cornerstone. High-profile quotes capture this reality. As cited earlier, Russia’s President Putin mused that the leader in AI will “rule the world” 28 , underlining that geopolitical clout will belong to those who excel in AI. Western analysts echo this in softer terms: global competitiveness is now directly tied to the industrialization of AI, and nations that foster a culture of AI-driven innovation will be best positioned to lead in the 21st century 37 . Conversely, those that resist or falter in AI adoption face a “daunting future” of reduced influence 37 . For Canada, the United States, and their allies, this means prioritizing not just any tech development, but the right kind – emphasizing transparency, ethics, and human-centric applications alongside raw innovation. Canada’s push for responsible AI and the U.S.’s emerging AI governance frameworks (e.g. the OECD AI principles, which Canada also champions) might well become strategic advantages if democratic AI norms gain global traction. In contrast, authoritarian uses of AI (mass surveillance, censorship) could undermine those nations’ soft power even if they lead technically. Thus, the “AI race” isn’t only about who has the most advanced algorithms, but also whose values shape their use. In conclusion, we are entering an era where economic power, military strength, and global influence will be determined by AI and data prowess. The world’s great powers of tomorrow are being defined

today in labs, datasets, and strategic investments. Nations like the U.S. and China have a head start, but the race is far from over – dynamic players like India are fast emerging, and middle powers like Canada are leveraging niche strengths to stay in the game. The geopolitical map is being redrawn not by traditional borders, but by digital ones: the boundaries of technological ecosystems and spheres of data control. For leaders in government, business, and society, the imperative is clear – embrace AI and data with strategic vision. Those who do will usher their nations into prosperity and influence; those who don’t risk being left behind in a world transformed. The message to a LinkedIn-savvy world of policymakers, economists, and technologists is thus: prepare and innovate, because AI and data are the twin engines of the new global order – and the true superpowers of the next decades will be those who command them.
